When validating a highly available, relational ArcGIS Data Store within ArcGIS Server Manager, validation completes successfully even when the standby machine is inaccessible or not working properly.

This behavior is as designed. Validation from ArcGIS Server Manager validates against the primary, while validation from ArcGIS Server admin will give information on both primary and standby.Workaround
Instead of using the ArcGIS Server Manager page to perform validation of the highly available, relational data store, use the following ArcGIS Server Administrator endpoint:
Home > data > items > enterpriseDatabases > AGSDataStore_ds_datastoreID > machines > machine_name > validate
