Additional Information
This issue is not a bug. For the WGS 1984 geographic coordinate system (WKID=4326), the specified longitude range in ArcGIS is [-180, 180], and the latitude range is [-90, 90]. -90.4863 exceeds the latitude range.

Workaround
Project the latitude and longitude values to WKID 102100 (WGS 1984 Web Mercator Major Auxiliary Sphere) and use these values in the URL parameters.
