When utilizing the WGS84 coordinate system (WKID 4326) in ArcGIS Experience Builder, the 'center' URL parameter fails to accurately center the map on the specified x,y coordinates.

This issue is not a bug. For the WGS 1984 geographic coordinate system (WKID=4326), the specified longitude range in ArcGIS is [-180, 180], and the latitude range is [-90, 90]. -90.4863 exceeds the latitude range. Workaround

Project the latitude and longitude values to WKID 102100 (WGS 1984 Web Mercator Major Auxiliary Sphere) and use these values in the URL parameters.
