When using the vector field renderer function with a 3-band raster configuration, the vector representation does not reflect the values in the raster band.

Additional Information

This issue cannot be reproduced in ArcGIS 10.5.1. When you compose these into 3 bands, please make sure that you use the correct band for magnitude/gust and direction. For example, I use the name_GustWindDirection.tif as the name, so that the content will not be confused. Another better way is that you can compose a mosaic dataset from the three files where you add gust and wind, and the mosaic dataset keeps track of the metadata, such as which band is magnitude and which band is direction.

Workaround

Use a 2-band raster image. Wind Speed or Gust is the input for Magnitude, and Wind Direction is the input for the Direction. This produces accurate and normal results.
