When using the Navigation design in ArcGIS StoryMaps, the navigation links behave differently in edit mode compared to when published.

The issue is the expected behavior. Near the bottom of the story, the page cannot be scrolled any further.

Workaround

  • Use a different StoryMaps design.
  • Add more content under each header.
