When using the Minimum Bounding Geometry tool with three points, the circle size is incorrect; the tool attempts to fit all three along the circumference.

Workaround

To get a better bounding circle for input TEST_A:- Run the Minimum Bounding Geometry tool once using RECTANGLE_BY_WIDTH. The result is a skinny polygon.- Run the Minimum Bounding Geometry tool again using CIRCLE. The result is a better bounding circle.
