Labels should not be used in Dynamic Display applications and the behavior logged in this bus is expected, please see the following documentation: https://desktop.arcgis.com/en/arcobjects/latest/net/webframe.htm#DynamicDisplayLimitations.htm It is recommended that any static data used in a Dynamic Display application (layers that do not implement IDynamicLayer) should be pre-authored using a combination of group layers and annotation or, even better, cooked at a TPK or even a Tile Service.
