When using the Identify tool in ArcMap 10.7.1, attachments do not appear the same as in the previous versions of ArcMap.

Additional Information

The issue is not reproducible in ArcGIS Desktop 10.8.1.

Workaround

Instead of selecting the photo in the attachments list, click Open Attachment Manager and select Save As to save the photo.
