This behavior is expected, exports can run even if longer running processes are running in the background thread.

The workaround is to run any geoprocessing tool in the geoprocessing pane, where it will run in the background thread so the rest of the application can remain active and able to perform other tasks.
Workaround
Run the Export Features tool in the geoprocessing pane.
