Workaround
Manually add the Living Atlas layer URL to the web application under Custom URLs. For example, USA Weather Watches and Warnings Service: https://livefeeds.arcgis.com/arcgis/rest/services/LiveFeeds/NWS_Watches_Warnings_and_Advisories/MapServer
