When using the 'Content Management: Identify insecure items' notebook from Esri, some applications return the following error message, "JSONDecodeError: Expecting value: line 1 column 1 (char 0)."

Workaround
- Set the CHECK_APPS variable to 'False' allows the rest of the checks to work without issue.
- Use the 'HTTP Check' tool in ArcGIS Security Advisor.
