When using the Arcade expression IsEmpty within a form in ArcGIS Online, the field value continuously increases or decreases when clicking the value up or value down arrows during feature creation.

Workaround
Copy and paste the desired number into the value box instead of interacting with the arrows or typing a value. Values from 0 to 9 can be typed successfully.
