When using the Append (Data Management) geoprocessing tool, existing records are not updated when the input dataset is a feature class with the same name as the target dataset.

This issue is addressed in ArcGIS Pro 3.3.Workaround
Use different names for the input and target datasets (feature classes), and the data updates as expected.
