When using Symbology with unique values within a text field, words with French accents on the first letter are not correctly alphabetized in the Table of Contents.

Items can be rearranged in the Symbology tab by selecting the record and using the arrow icons to move the items to their appropriate spot in the list. Changes here are reflected in the Table of Contents.Steps to Reproduce
