Bug
When using Stretching to symbolize a raster, pixels that fall outside of the range of stretched values show as no data in a WMS, eventhough the pixels have values in the MXD and Map Service.

Workaround
Use a different stretching type, like Minimum - Maximum. The color will not be as sharp but it will not have gaps in the WMS.Steps to Reproduce
