When using Portal for ArcGIS from versions 10.2.x to 10.3.1, the Analysis widget in Web AppBuilder for ArcGIS (Developer Edition) returns the following misleading error message, "Your user role cannot perform analysis. In order to perform analysis, the administrator of your organization needs to grant you certain privileges."

Workaround

Upgrade to Portal for ArcGIS 10.4, and configure the organization to take advantage of ArcGIS Online Premium Services and grant users the permission to use GeoServices.
