When using Data Management > Domains > Table to Domain tool in ArcGIS 9.3 SP1 to a file geodatabase, duplicate values produce the error message, "ERROR 999999: Error executing function. The value being added to the CodedValueDomain already exists. [domain name: TR_Conditi, code name: Dirt, loose rock] Failed to execute (TableToDomain)."

Workaround

Temporary workaround: first run the Frequency tool on the table and select the desired code field under the parameter Frequency Field(s). Then use that output for Table to Domain.
