When using custom basemaps in Portal for ArcGIS, the zoomed extent is not honored if the basemap is switched.

Additional Information

If the basemap service extent is set to an area that does not include the area you are zoomed to in Map Viewer, then when you change to using the basemap, it will zoom to the basemaps set extent. To resolve this, update the extent under the basemap item details page to include the area you are zoomed in to, or change the extent to the entire world.
