Bug
When Using ArcMap as a client to a WMS service in ArcIMS and visible = false for the top layer in the draw order, the Identify tool operates on the top visible layer in the draw order instead of the top visible layer at the click point. This behavior differs from how Identify works with a regular (not WMS) ArcIMS image service.
