Bug
When using ArcGIS Notebooks in ArcGIS Pro, interrupting a kernel or closing a notebook while a kernel is running causes the software to 'lock up' and prevents the user from running any other processes.

This is an application framework limitation. While certain geoprocessing and Python processes are running, users are blocked from using parts of the ArcGIS Pro interface. These include most of the ribbon buttons and menus on panes and views. If a notebook is closed while a cell is running, the cell runs to completion before other actions can be taken.Steps to Reproduce
