Workaround

To import the coverage into the Water feature dataset one of the following will work depending on the license level:- With an ArcInfo license, the tools work as written in the tutorial.- With an ArcEditor license, click Import > Feature Class (single).- With an ArcView license, create a new geodatabase with a new feature dataset, by double clicking Projected Coordinate Systems > State Plane > NAD 1927 > NAD 1927 StatePlane Alabama East FIPS 0101. The tools then work as described in the exercise. As for having the options enabled, switching to an ArcEditor or ArcInfo license resolves the problem.Note: The resolution/Tolerance for the feature dataset is 0.000656166666667 feet. The default resolution/Tolerance for the new feature dataset I created is 0.00328083333 feet.
