When using a subscriber content in a Web AppBuilder for ArcGIS template in ArcGIS Online, the setting for the subscriber content to be turned on is not honored when the template is used to create a new application.

Workaround

1. When launching an application from a template, navigate to the application configurer, and click the up arrow on the Saved tab.
2. Select Advanced Settings and turn on the subscriber content.
3. Save credentials on the subscriber content prior to adding the subscriber content to the map.
