When using a single-state license in Business Analyst and ArcMap 10.5.1 and 2017 Business Analyst data bundle, a study area cannot be created based off selecting by state.

Workaround

Create a trade area using Standard Geographies.1. In ArcMap, select Trade Area from the Business Analyst drop down menu.2. Create using Standard Geographies.3. Define component geography units as: States and Select from the geography tree.4. Choose Pennsylvania from the US by States folder.5. Click through to Finish.This generates a polygon for the state of Pennsylvania.Now create a Study Area.1. Select the trade area polygon and make sure it's the only thing selected.2. From the Business Analyst drop down menu, choose Study Area.3. Create a new Study Area by currently selected shapes.5. Click through finish
