When using a service definition file to publish a hosted feature layer that has Web Feature Server (WFS) capabilities enabled, no WFS service is published.

Additional Information

This is by design. The hosted feature service and WFS are two separate services, so the WFS will not be included and published from the service definition.

Workaround

Publish the service definition first, then publish the WFS from the service in the portal.
