When using a geopoint question within a repeat that pulls location from a CSV file, ArcGIS Survey123 still uses the device's current location for the submission point in the original layer.

This is the expected behavior. When there is a geopoint question inside a repeat, ArcGIS Survey123 Connect creates a hosted feature service with one parent layer, and one related layer for the repeat. When a new submission is added, one point is created in the parent layer, and one point is added to the related layer for each repeat on the form. In this case, when submitting the form, a point is added to the related layer at the location pulled from the CSV file from the geopoint question inside the repeat. However, since there is no geopoint question for the original layer (outside the repeat), the location for the feature to be created in the parent layer for this submission is not passed. Therefore, it pulls the location from the current location of the device by default.
