When using a domain to label a feature class before publishing to ArcGIS for Server, the JavaScript viewer displays the coded value instead of the description.

This issue was logged against a version of the software which is no longer supported, and has not had activity in some time. - Right-click on the feature class in ArcMap and select 'Convert labels to annotation'.
- Select OK in the next window.
- Publish the annotations with the feature class.
