When users with the Publisher role create a new Hub Premium initiative based on a template shared with the organization, the initiative uses the default design rather than the template indicated.

Additional Information
Issue not reproducible. Suspect the user shared the initiative template item but not the website solution to the organization. Check sharing on the solution item containing the hub site app. The publisher must see both the template and solution.Workaround
Having the role of administrator allows the user to successfully create new initiatives off of templates shared with the organization.
