Workaround

Workaround is to either:-use the Standard or Advanced License.-Upload the geodatabase using ArcGIS Online add data from computer-use 10.3.1 Basic.-Remove Relationship classes. (However this can only be done if users have a computer that is in Standard or Advanced)-Use ArcGIS Pro. Basic license in ArcGIS Pro are able to carry the relationship class to ArcGIS Online without the aforementioned error.
