Bug
When uploading a thumbnail with a picture file name containing more than 13 Japanese characters through ArcGIS API for Python, the script returns a true statement but does not update the hosted thumbnail.

This issue is fixed in ArcGIS API for Python 2.0.0.Workaround
Use an English version of the name, or use fewer Japanese characters.
