When uploading a Microsoft Excel file containing data with leading zeroes, the leading zeroes are dropped when the file is published as a hosted layer. Even if the data type is changed to a string, the data type is detected as Double in ArcGIS Online, and the leading zeroes are removed.

This issue is not reproducible in the current version of ArcGIS Online. If experiencing this issue, contact Esri Support Services.

Workaround

Add a character before the leading zero in the first 10 elements of the Microsoft Excel file before publishing. By doing so, the column is recognized as a string in ArcGIS Online, and the leading zeros are not removed.
