Bug
When uploading a CSV file or an Excel spreadsheet directly to ArcGIS Online, fields are pushed from the bottom to the middle if the table exceeds 100+ records.

The development team has considered the issue or request and concluded it will not be addressed in the current release cycle. If this is still a concern, contact Esri Support Services.Workaround
1. Add the table to ArcMap.
2. Use the Table To Table Conversion Tool.
3. Publish the table as a service to ArcGIS Online.
4. Log in to ArcGIS Online.
5. Navigate to View Service > Data.
The formatting is preserved (the Notes field will be at the bottom of the table).
