Workarounds provided by development:
1.Using Upgrade Automation Artifacts. Note: This workaround requires moderate comfortability with Azure. We recommend working with Azure IT resources within Loma Linda.
a. Install Azure PowerShell on the same machine as Cloud Builder (https://learn.microsoft.com/en-us/powershell/azure/install-azps-windows?view=azps-10.4.1&tabs=powershell&pivots=windows-msi)
b. Use ArcGIS Enterprise Cloud Builder for Microsoft Azure to generate the automation artifacts and save to disk
c. Extract the upgrade automation zip file, open the "add-upgrade-vm.parameters.json" and update the "timeZoneId" parameter value to "Pacific Standard Time".
d. Run the Upgrade-ArcGISSite.ps1 script in an Azure PowerShell console with the working directory set to the same extracted zip folder.
2.Perform a manual upgrade of ArcGIS Enterprise.
3.Wait to upgrade to ArcGIS Enterprise 11.2. This issue has been fixed in ArcGIS Enterprise 11.2.
