When upgrading a Microsoft Azure hosted ArcGIS Enterprise using ArcGIS Enterprise Cloud Builder for Microsoft Azure to 10.7, users are met with failure pertaining to "The template resource 'SiteUpgradeVM' at line '1' and column '8568' is not valid: The language expression property '0' doesn't exist".
