This issue is reproducible in ArcGIS Pro 3.5.x patches.Workaround
Using Select By Attributes to clear unnecessary rows is more effective than the unselect option. Click Select By Attributes, choose 'Remove from the current selection' for the Selection Type parameter, and enter a query expression to remove the undesired rows.
