Additional Information
ArcGIS Map Viewer is less strict with checking the similarity of the tiling schemes than Scene Viewer. Therefore, it works in 2D but not in 3D. In 3D, the origin is different by high orders of magnitude so the layer must be draped and combined into textures before rendering them, which has more impact than in 2D where each layer can be treated individually.
Workaround
Publish the layers again with the same tiling scheme.
