Bug
When turning on Editor Tracking in the ArcGIS Enterprise 10.7.1 portal on a feature with existing Editor Tracking fields, the following error message is returned in ArcGIS Collector, "Error code 3018: The field already exists", and published with disabled Editor Tracking.

Workaround
- Enable Editor Tracking first within the desktop software prior to publishing if the feature already has Editor Tracking fields.
- Open in ArcGIS Collector, and the feature loads successfully.
The issue is not reproducible in ArcGIS Collector Classic, or when published to the ArcGIS Enterprise 10.8.1 portal or ArcGIS Online.
