When trying to use the Generate tool from the Coverage toolbox in ArcInfo Workstation on a single-user license, the "License server machine is down or not responding" error message is returned.

This issue is fixed.

Workaround

Use the ArcInfo Workstation Concurrent Use license, and set the license manager in ArcGIS Administrator and in Workstation Administrator.
