When trying to open certain CCITT group 4 compressed 1-bit single-band TIFF images, an invalid raster dataset error is returned.

Workaround

In ArcCatalog 9.3.1 SP2, right click the TIFF image, export-->raster to different format, still use .tif extension for the output raster. The resultant tiff image will not use CCITT group 4 compression and can shown up in ArcGIS 10 correctly.
