When trying to create a shapefile in ArcGIS Pro using the Create Feature Class geoprocessing tool, users cannot navigate to a folder location for the Output Feature Class parameter if using a Basic license.

This issue is not reproducible in ArcGIS Pro 2.2 and 2.3.Workaround
In ArcGIS Pro 2.3 (release date early 2019), it is possible to right-click a folder in the Catalog pane > New > Shapefile. This correctly populates the Feature Class Location as a workaround to this issue.
For versions prior to 2.3, if users copy and paste the folder path into the parameter, the tool runs successfully.
Also, when using an advanced or standard license, users are able to select a folder and click OK.
