When trying to assign permissions to an empty folder in ArcGIS Server Manager the following error message is returned while configuring security using Windows based users and roles: Value does not fall within the expected range.

Additional Information

As of version 10.1, the Server Manager application built on the .NET Web ADF technology is no longer being developed or having issues fixed.

Workaround

Create the Empty folder after assigning permissions to the Root folder.
