This is the correct behavior. If the web app template is only shared to a group which you are a member of, you need to sign in first in order to view

Workaround

1. Login to <a href="http://www.arcgis.com" target="_blank">www.arcgis.com</a> by providing the user credentials.2. Paste the URL for the Web application in the internet browser address bar to view the Web application created.
