When there is a collaboration between ArcGIS Online and Portal for ArcGIS, the web mapping applications are not copied (synced) to the collaboration group if created in ArcGIS Online organization.

Creating the web app on Portal for ArcGIS and syncing with ArcGIS Online is working with no issue. This behavior has been tested with Portal for ArcGIS 10.7.
