When there are two ArcGIS for Server services with the same name, the map service properties are not accessible through the ArcGIS for Server connection in ArcCatalog.

This issue was logged against a version of the software which is no longer supported, and has not had activity in some time. Make changes to the map service through the ArcGIS for Server Manager, or publish the map service with a different service name published to ArcGIS for Server.
