When the text in the Annotation Attributes window is highlighted upon formatting an annotation, clicking the Apply button afterwards will show the formatting tags of the annotation under the TextString field in the attribute table.

As designed. The highlighting allows subselection of text. These changes are stored as formatting tags as are only part of the string.Workaround
Edit the annotations without highlighting them in the Annotation Attributes window. For annotations that have formatting tags already existing under the TextString field, re-edit them in the Annotation Attributes window. Without highlighting the text in the Annotation Attributes window, select other font style or font size and click the Apply button; the TextString field will update in accordance with the new format, without showing the formatting tag.
