Bug
When the 'Only show features visible in the map extent' check box is checked in the legend properties for custom point symbology created in ArcMap and imported to an ArcGIS Pro 3.3.x mobile or enterprise geodatabase feature layer, the legend in a layout becomes blank.

Toggle off the Enable symbol layer drawing toggle button under the Symbol layer drawing tab.
