When the 'Only display features with attachments' option is enabled for the ArcGIS Server 10.9.1 feature service, the features are not filtered correctly in the ArcGIS Instant Apps Attachment Viewer template.

This is a known limitation.Workaround
Republish the service to ArcGIS Online and use that version instead of the service from ArcGIS Server 10.9.1.
