Bug
When the 'No elevation source' option is enabled in the 'Map and Scene' page of the ArcGIS Pro settings, the default elevation surface data remains in a global scene converted from a 2D map.

Workaround
Create a new global scene by clicking the Insert tab. In the Project group, click New Map and select New Global Scene.
