When the Microsoft Edge or Google Chrome browser language is set to 'English (United Kingdom, Oxford English Dictionary spelling)', the navigation bar no longer displays when selecting another tab except for 'Home' or 'Organisation'.

Additional Information
This issue is resolved in ArcGIS Enterprise 11.4.Workaround
Change the default browser language back to English.
