When the machine format is set to Turkish (Türkiye) on Windows Server 2022 or 2025, the error "java.lang.Exception: Failed to initialize the database" occurs during Enterprise Portal site creation.

Workaround

There are two workaround options:

Option 1: Patch the locale with Microsoft's Locale Builder tool

1. Download Microsoft Locale Builder from: https://www.microsoft.com/en-us/download/details.aspx?id=41158.

2. Install and launch the tool.

3. Create a new locale based on 'Turkish (Türkiye) [tr-TR]'.

4. In the English Names tab, change Türkiye to Turkey (ensuring no non-ASCII characters remain).

5. Build a .msi installer via the tool and run it on the system.

6. Select this custom locale as the format.

7. Retry the Create Site operation.

Option 2: Clean install with English locale

  • Format the machine or provision a clean OS.
  • Before installing Portal and Data Store, set the system region format to English (United States)
  • Proceed with Portal and Data Store installation — the locale name used during PostgreSQL initialization will now be ASCII-compatible.
