Bug
When the language locale is changed to French either using the 'locale=fr' URL parameter in the URL or in the ArcGIS Online profile settings, the Edit and Smart Editor widgets do not translate the Choose File button under the Attachments section.

This issue does not occur in the standalone SDK Editor widget using ArcGIS API for JavaScript 4.x. This issue is tested by setting intl.setLocale("fr-FR") and against a basic editor sample app; refer to: https://codepen.io/hgonzago/pen/XWQwMGB?editors=1000Steps to Reproduce
