When the hosted feature layer is shared and accessed through ArcGIS Pro with the 'Data Editor' role user, the attempt to delete an attachment from the feature fails and returns the following error message if the editing permissions do not include delete features, "The user does not have permission to execute the operation. [Delete capability is not set.]."
